After nearly 24 years with the City of Ontario, he retired as the Assistant City Manager
in September 2020 and founded Overland Discovery Group, LLC, a consultancy firm offering
small non-profits support and analysis related to business process improvement, performance
evaluation, and long-term budgeting. Services also include government relations support
for real property owners involved with building and safety code compliance cases.
Since January 2021, Mr. Boling has served as the Community Relations Liaison for LifeStream Blood Bank, the local nonprofit blood bank servicing 80+ hospitals and medical facilities throughout Southern California.
During his time with the City of Ontario, Mr. Boling has held various positions. Some of his accomplishments include:
Prior to working for the City of Ontario, Mr. Boling was a Senior Contract Auditor with the Defense Contract Audit Agency (DCAA), an audit and financial advisory arm of the Department of Defense. During his 8 years with DCAA, Boling was assigned to audit procurement and operations of major defense contractors in Southern California as well as federally funded research and development centers.
Mr. Boling graduated from Cal State University San Bernardino and Chaffey College with degrees in Business Administration-Public Accounting and Economics, respectively. He is an appointed Planning Commissioner for the City of Rancho Cucamonga; Vice President of the Friends of the Ontario/Chaffey Community Show Band; Board Member of the West End YMCA; Event Committee Member of the Amber Waves of Grain Beer Festival in support of Veterans; past Board Member of the Ontario -Montclair Schools Foundation (“Promise Scholars Program”); 2014 Alumni of the Year – Chaffey College; 15 years prior service as a Citizen Volunteer with the Fontana Police Department; served two terms on the Central Elementary School Site Council (Rancho Cucamonga), and was an Appreciation Ambassador with LifeStream Blood Bank.

During his time with the City of Ontario, Mr. Boling has held various positions. Some of his accomplishments include:
- City Manager – served as the liaison between the Mayor and City Council and members of the public, as well as responsible for implementing the goals and policies of the elected governing body by working with City staff through effective leadership of nearly 1,200 employees and an annual budget of $525 million. Oversaw the operations of a full-service City that provides police, fire, water, sewer, trash, development services, along with recreation and community services. Coordinated the City’s economic development strategy to retain and attract businesses, create job opportunities, and provide a wide range of housing options in Ontario Ranch. Along with the #SetOntarioFree partners throughout the Inland Empire, successfully negotiated and led staff and consultants who returned local control of the Ontario International Airport to a newly formed joint powers authority—the Ontario International Airport Authority.
- Assistant/Deputy City Manager – assigned operational responsibility of human resources, employee safety and workers compensation programs, general liability and claims, code enforcement, as well as the City Clerk and records management functions.
- Fiscal Services Director – responsibilities included general accounting, payroll, and investment management.
- General Services Director – responsibilities included development and monitoring of the citywide budget, purchasing and procurement, and the internal audit function.
- Human Resources Director/Personnel Services Director – managed staff responsible for City recruitment, retention, professional development, performance management, and job classification/compensation programs.
- Project Manager and Internal Auditor – provided financial and performance reviews for City departments, and developed policies and procedures to assist the City’s operating departments in establishing or strengthening internal controls.
